The fast casual restaurant Cafe Zupas is coming to West St. Paul. Cafe Zupas serves soup, salad, and sandwiches. The plans feature a stand-alone drive thru restaurant in the Cub Foods outlot along Mendota Road.
Applications were submitted to the city in late June and the required approvals will likely come before Planning Commission and the City Council in July or August. It’s possible construction could start this year, though most likely it will be 2023.
Cafe Zupas has seven Twin Cities locations, the closest in Eagan, Woodbury, and Richfield. Another location is in the works for Coon Rapids. The first Cafe Zupas opened in Provo, Utah in 2004 and today they have more than 55 locations across the U.S. with at least 15 more in the works.

Is there an update when this restaurant will start being built? It’ll be nice to have one so close by instead of having to drive down to Eagan. It’s become one of our favorite places to pick up food when we don’t feel like cooking dinner.
Matt: Haven’t heard a specific update. I’d assume they’re planning to break ground in the spring when things warm up, but who knows.
