Bernard Reconstruction Planned for 2025

Local residents on and near Bernard Street East endured road work and closures during 2023 as St. Paul Regional Water Services replaced a water main. Residents will get 2024 off, but reconstruction in 2025 will mean more road work—with a fully reconstructed road as the end result.

Where: The work will happen on Bernard Street east of Oakdale to Waterloo.

What: This is a total reconstruction project, which means rebuilding the street down to the subgrade, including sewer, curb, and sidewalks.

  • Sidewalk: No sidewalk exists east of Sperl, so the city is proposing to add one to either the north or south side. The north side will cost less, due to fewer retaining walls.
  • Why not both sides?: “With the available resources we have, we see it as more beneficial to put a sidewalk on one side of two streets versus both sides of one street,” said Cody Joos, an engineer with West St. Paul.
  • Trees: 48 trees will be removed for the project, with 46 removed due to species (ash) or poor condition. All trees will be replaced with 2.5-inch trees.

Timeline:

  • More approvals will come this spring, including a public hearing on April 8.
  • The project itself will begin in 2025, likely starting in May and running through October.
  • Originally planned for 2018, this project was pushed back to 2028 due to lack of money. Sales tax funding is allowing it to be moved sooner.

Cost: The estimated cost is $3.1 million. Local residents will be assessed 35% of the cost for the street portion of the project, which works out to an estimated $8,400 for a single family lot.
