This year’s election includes candidates for the Minnesota State House to represent West St. Paul. The city is represented by two separate state house districts and divided roughly in half. The northern half is in 65B and the southern half is in 53A. We’ve asked the candidates a series of questions to see where they stand on the issues. We’ll share one question and the responses at a time leading up to the general election on November 5. See our 2024 voter’s guide for more.
Previously we asked about candidates’ top issues, gambling, education, and the economy. This time we’re asking about West St. Paul.
What are your specific priorities for West St. Paul in the next legislative session?

House District 53A
Mary Frances Clardy
I will support legislation to seek funding for improvements at the HyVee site redevelopment. Additionally, I will seek further funding for the West St. Paul Police and South Metro Fire Departments to combat the opioid crisis. West St. Paul and South St. Paul have some of the highest levels of opioid addiction and incidents in Dakota County, making it crucial to address this issue urgently and find effective solutions for both communities.
I will also seek a bond to fund further accessibility and inclusivity features at Thompson Park, focusing on enhancing the trails so everyone can access and enjoy them. This will ensure that our green spaces are welcoming and usable for all members of our community.
Extending the 0.5% sales tax for West St. Paul, which is currently granted on a temporary basis, is vital to stabilize our revenue base. This tax is crucial for funding essential services and infrastructure projects. Removing it would have a devastating effect on current residents and taxpayers, leading to potential cuts in services and delayed improvements. Maintaining this revenue stream ensures that our community continues to thrive and grow.

Mike Hilborn
I’ve been knocking on doors in West Saint Paul and across District 65B and crime is one of the biggest concern I hear from citizens. We need to hold our criminals accountable so there are consequences to their actions. We need to support our police. Citizens need to be confident that if they call the police that our police have the ability to respond. Governments biggest responsibility is to protect its citizens.

Through a close collaboration partnership with West St Paul city council members, we’ve secured critical dollars (in the millions) for infrastructure that we have needed. I plan to continue securing the funding we need for infrastructure, affordable housing, schools, cultural celebrations, and parks to ensure we continue to have the vibrant community we deserve.
