West St. Paul City Council Preview: Nov. 12, 2024

Marijuana regulation and whether or not to expand thrift stores are the big items on the next West St. Paul City Council agenda. The next meeting is on Tuesday, November 12 due to the Veteran’s Day holiday on Monday.

Cannabis Regulation

With the state legalization of marijuana sales coming January 1, 2025, the city is implementing ordinances and zoning changes in line with state law. Planning Commission held a public hearing (no one spoke) and approved the zoning changes unanimously.

More Thrift Stores?

With CRAFT Thrift Store hoping to move into 1253 Robert Street (former Mattress Liquidators), staff is proposing an ordinance amendment to allow a used merchandise store in the B-3 zoning district.

  • It’s currently only allowed in B-2 and B-4 with a conditional user permit (CUP). The proposal would still require a CUP for the B-3 district.
  • Planning Commission met last week and held a public hearing (no one spoke). They approved both measures unanimously.
  • Council approved the first reading last meeting due to a timing issue, but didn’t discuss it.

Other Items on the Agenda

  • Rental action: Due to a rodent infestation and fire alarms that don’t work, Council will consider emergency action for a rental property at 126 Logan Avenue East. The owner has not been responsive and Council will set a rental license hearing for Dec. 9, 2024.
  • Organic waste collection: During the Open Council Work Session (OCWS), Council will discuss a new organic waste collection requirement. This could be an opportunity re-open the debate on organized trash collection, which had weak support last year among Council members.
  • Budget: During OCWS, Council will review the sewer and storm water budget and future capital projects.

Watch: The public can watch the meeting live on Town Square TV or cable TV starting at 6:30 p.m. (5:30 p.m. for the OCWS) on Tuesday.
