There are a number of informational meetings coming up in the next few weeks for various road construction and development projects across West St. Paul. These are opportunities to learn about upcoming projects, ask questions, and give feedback.
Neighbor Meeting for 424 Butler Ave. E. Redevelopment
- When & where: Monday, November 18 from 5:30-6:30 p.m. at Dakota Lodge in Thompson Park.
- Project: The city’s Economic Development Authority approved the purchase of a single-family property at 424 Butler Avenue East, in part to stop the development of a 50-70 unit apartment building. The city plans to explore development options, which include down grading zoning and doing a smaller project, potentially single-level townhomes. This is an early meeting designed for immediate neighbors who would be impacted by the zoning change and is not an open house. There will be more info and public engagement opportunities in the future when there are more specific plans.

Robert Street Public Meeting
- When & where: Tuesday, November 19 from 4:30-6:30 p.m. at Wentworth Library.
- Project: Pedestrian improvements to Robert Street in West St. Paul, timed with the coming bus rapid transit project.
- Expected construction: 2028

Emerson Avenue Construction Open House
- When & where: Wednesday, November 20 from 5 p.m.-7 pm. at West St. Paul City Hall.
- Project: Reconstruction of Emerson from Delaware to Charlton, upgrading Emerson pavement from Charlton to Oakdale, adding sidewalk/trail from Delaware to Oakdale.
- Expected construction: 2026

Delaware Avenue Reconstruction
- When & where: Monday, December 2 from 4:30-6:30 p.m. at Two Rivers High School
- Project: Reconstruction of Delaware Avenue between Marie and Dodd, including potential sidewalk/trail, as well as sidewalk/trail on Butler between Delaware and Manomin.
- Expected construction: 2027

Pavement Management Project Open House
- When & where: Tuesday, December 3 from 5-7 p.m. at West St. Paul City Hall
- Project: Full depth reclamation project (not a full reconstruction, but more than a mill and overlay) on a series of roads bounded by Bernard, Butler, Charlton, and Robert (see map below). Will also include water main and lead pipe replacement.
- Expected construction: 2025
