A debate over updating the prevailing wage ordinance will take center stage at City Council on Monday. Other topics include a rental license review and the 2026 budget.
Fair Labor Standards
Council will again consider an update to the longtime prevailing wage ordinance, making it more enforceable and consistent.
- Split: Council members are divided on the issue, with two members saying they wouldn’t support it at the last meeting.
- At issue: The debate centers around a public benefit waiver that relaxes the rules if it supports a public good like parks.
Rental License Review: Mount Carmel Manor
Council will review the rental license renewal for Mount Carmel Manor at 1560 Bellows Street. There have been an excessive number of police calls, totally 36 valid issues for assault, weapons, theft, vandalism, disturbances, and burglary. The building also has compliance issues with the fire protection system.
Staff is recommending a provisional license with a number of conditions to address the problems.

- 2026 budget: During the Open Council Work Session (OCWS), Council will discuss next year’s budget and long-term projections.
- 3.2% liquor ordinance: Council will hold a public hearing for an ordinance to update and streamline rules around 3.2% liquor licenses, removing confusion and redundancy in the process.
- Interim use permits: Council will consider the final reading to streamline the process for permits related to Christmas trees, fireworks, and other temporary uses by removing redundancies and making the process smoother for businesses.
