The first meeting of the year for the West St. Paul City Council will include an an outpatient recovery center, potential parking restrictions, and multiple policy, rule, and bylaw changes.
Nova Recovery Center
Council will consider a conditional use permit (CUP) to allow a medical office at 33 Wentworth Avenue East for Nova Recovery Center.
- What: Nova Recovery Center is an outpatient substance use disorder treatment facility licensed and regulated by the state. They offer client assessment, individual and group counseling, as well as education and case management. There will be no detoxification, medical treatment, overnight stays, or residential programming at the site.
- Review: The Planning Committee consider the CUP last month, approving it unanimously. No one spoke during the public hearing.
Parking Restrictions
The city has seen an increase in boats, utility trailers, and travel campers parked on city streets. There are currently no regulations limiting this parking, and Council will discuss if there should be and what those limits might be during the Open Council Work Session (OCWS).
Other Items on the Agenda
- Parks: Council will formally consider approval of the 2025 Parks System Plan.
- Rules: Council will discuss their rules and code of ethics during the OCWS and presumably pass a final version during the regular meeting.
- Organizational business: Council will also conduct standard, beginning of the year business, including approving a mayor pro tem and appointing Council members as liaisons to committees.
- Boards and commissions: During OCWS, Council will discuss a draft policy for members of boards and commissions. The draft primarily clarifies roles and the process will heavily rely on the input of board and commission members.
- Personnel policy: Also during OCWS, Council will discuss an update to the personnel policy that primarily adds language for the new state paid family and medical leave.
- Bylaws: The Economic Development Authority (EDA) will consider an update to their bylaws.

- Watch: The public can watch the meeting live on Town Square TV or cable TV starting at 6:30 p.m. on Monday.
