A public hearing for the Delaware reconstruction project and a first look at the 2027 budget are the big items on the agenda for the West St. Paul City Council, as well as potential changes to special event permits and zoning changes.
Delaware Reconstruction Public Hearing
Council will hold a public hearing on the coming Delaware Avenue reconstruction project.
- Where: This includes Delaware from Marie to Dodd, as well as Butler from Delaware to Manomin.
- When: Initial utility and tree clearing work will start this fall, with construction happening in two phases over 2027 and 2028.
- What: Delaware will be completely rebuilt with upgraded sewer and a new trail on the west side. Butler will get a mill and overlay, with a sidewalk on the north side and a trail on the south side.
- Cost: Residents are looking at an estimated assessment of $7,106 for a single family lot and $14,320 for a lot bigger than one acre.
Initial 2027 Budget
During the Open Council Work Session (OCWS), staff will present the initial 2027 budget. Council members will get a look at parameters, driving factors, and an early look at the potential property tax levy.
- Timeline: Council needs to approve a preliminary budget and property tax levy in September. This is the number that will be mailed to residents in November. Then Council approves a final budget and property tax levy in December.
Special Events & Food Trucks
The OCWS will also include an initial conversation about special event permits and food trucks.
- Special events: The city currently has a gap in their ability to regulate events, so staff is considering some ordinance changes. This would more clearly draw lines and set clear enforcement authority.
- Food trucks: The current mobile food unit ordinance is designed for snack/ice cream trucks and is very limited. Staff wants to expand it and require registration and checks for state licensing.
Other Items on the Agenda
- Zoning changes: Council will consider the first reading of an ordinance to make multiple changes to city zoning. Initially, this was to streamline the presentation of zoning, but with that change they’re also making a number of smaller tweaks to modernize the zoning code.
- Council salaries: After an increase to Council salaries failed, Council now needs to approve an ordinance for the existing salaries to continue.

- Watch: The public can watch the meeting live on Town Square TV or cable TV starting at 6:30 p.m. (5:30 p.m. for the OCWS) on Tuesday.
