West St. Paul City Council approved the only two items on the agenda, an interim marijuana ordinance and an assessment for Robert Street sidewalk snow removal, making for a short night.
Marijuana
Council approved the final reading of an interim marijuana ordinance to prohibit new businesses until staff has time to put a regulatory framework in place. As discussed in June, with legalization on the state level much of the work happens there, but there is some regulation the city can consider.
They also approved a resolution to publish the ordinance in summary, a change that will save the city several hundred dollars.

- Snow removal: The only other item on the agenda was a public hearing for an assessment for Robert Street sidewalk snow removal. The cost was up 57% due to 2022-2023 being the third snowiest winter on record. Council Member Pat Armon requested a discussion to consider adding the blocks north of Butler to ensure consistent clearing. Staff had already planned to bring a proposal to a future meeting.
- Cherokee Service: During Council comments, Council Member John Justen noted that owner John Gouette has sold Cherokee Service and it’s transitioning to another community-based auto shop with two other locations, Turbo Tim’s Anything Automotive.
- No other meetings: There were no Open Council Work Session (OCWS) or Economic Development Authority (EDA) meetings.
