West St. Paul City Council will address some of the best and worst properties in town with abatement issues and outstanding property awards.
Abatement Issues
Two properties are on the agenda for abatement issues:
- 1815 Livingston – The owner of this townhome passed away and it’s become a hazardous scene with safety and sanitary issues due to flooding, mold, and more.
- 1037 Humboldt – In addition to 181 police calls since 2018, this property has deteriorated with code and maintenance violations to the point that the city is requesting an emergency order to secure the building.
Outstanding Property Awards
The city will recognize three properties with the Outstanding Property Award for 2023:
- 1112 Ottawa Avenue – Suzanne De Young
- 1282 Charlton Street – James Miley
- 1421 Smith Avenue – Herschel and Karisa Jacobson
Other Items on the Agenda
- Projects: Three projects will come before the city for conditional use permits—a dental clinic, adult day care, and solar carport. All three were approved unanimously by the Planning Commission with no one speaking during the public hearing.
- Marthaler Park: If the Marthaler Park project seemed liked it was going slow, it is. A three-month delay in getting a state permit has set the project back. The consent agenda includes a work change order to add $23,000 to the project and push the completion date from November to May 15, 2024 (though the contractor is confident the majority of work can be completed this fall).
- Initiatives: The Open Council Work Session will include discussion on two initiatives, a rebranding and strategic communications plan and business retention, expansion, and networking.
- Veterans: There will be a Beyond the Yellow Ribbon presentation.

Watch: The public can watch the meeting live on Town Square TV or cable TV starting at 6:30 p.m. on Monday (6 p.m. for the OCWS).
