Some of the best and worst properties in West St. Paul came before City Council with abatement issues and outstanding property awards.
Abatement Issues
The city took action on two problem properties that have been causing problems for residents:
- 1815 Livingston – The owner of this townhome passed away and it’s become a hazardous scene with safety and sanitary issues due to flooding, mold, and more.
- 1037 Humboldt – In addition to 181 police calls since 2018, this property has deteriorated with code and maintenance violations to the point that the city approved an emergency order to secure the building.
Outstanding Property Awards
The city recognized three properties with the Outstanding Property Award for 2023:
- 1112 Ottawa Avenue – Suzanne De Young
- 1282 Charlton Street – James Miley
- 1421 Smith Avenue – Herschel and Karisa Jacobson



In addition to a certificate signed by the mayor, all three received a gift certificate. West St. Paul has been giving the Outstanding Property Awards since 2003.
Other Items on the Agenda
- Projects: City Council approved three conditional use permits—a dental clinic, adult day care, and solar carport. All three were approved unanimously by the Planning Commission and passed Council unanimously with minimal discussion.
- Rebranding: During Open Council Work Session (OCWS), staff shared a rebranding and strategic communication plan. It will likely not involve a redesign of the city’s logo, but will take a broader perspective, considering the logo and all branding elements to make everything more effective and cohesive.
- Business retention: The OCWS also covered a business retention, expansion, and networking plan.
- Veterans: Former Council Member Ed Iago, the business liaison for Beyond the Yellow Ribbon presented the city with a recognition from the state for Beyond the Yellow Ribbon’s work with veterans. Iago also honored veteran and City Manager Nate Burkett for his work with Beyond the Yellow Ribbon.
Note: The City Council chambers are still in the process of getting a face lift, the last piece of the city hall rehab.
