West St. Paul City Council Preview: Feb. 26, 2024

The ice arena parking lot reconstruction, committee appointments, and several policy matters will come before the West St. Paul City Council on Monday.

Ice Arena Parking Lot

The City of West St. Paul partnered with West St. Paul Youth Hockey Association to expand the John V. Hoene Ice Arena in 2022. Due to budget constraints, the parking lot was not upgraded at that time, but the city agreed to complete the work by 2025. Now the city is moving forward with a plan to reconstruct and expand the parking lot.

  • The lot currently has 94 parking stalls, and the expansion will have 115 with room to add 32 more.
  • The upgrades include a drop off/pick up lane, curbing, lighting, improved pedestrian access, and bike parking.
  • Planning Commission approved the project 6-0 with several conditions.

Committee Appointments

During the Open Council Work Session (OCWS), Council will finalize committee appointment interviews and discuss appointments with a goal of making appointments during the regular meeting.

  • There are currently seven vacancies—four on the Environmental Committee, two on the Parks and Recreation Advisory Board, and one on the Planning Commission.
  • Eight residents were interviewed at the last meeting and one more is scheduled to be interviewed during this meeting.

Other Items on the Agenda

  • Housing: Council will discuss a Housing Improvement Area (HIA) policy, first discussed back in November. HIAs allow condos and townhomes to take out loans through the city for improvement projects.
  • Baldridge Framework: Council will learn about the Baldridge Framework, a community improvement guide, and give direction on specific community indicators.
  • Expenditure policy: During OCWS, Council will discuss the Public Purpose Expenditure policy, which has existed but has several additions that codify existing practice. This is on the consent agenda for the regular meeting.

Watch: The public can watch the meeting live on Town Square TV or cable TV starting at 6:30 p.m. on Monday (5 p.m. for the OCWS).
