West St. Paul City Council Preview: March 11, 2024

A rental license hearing for Eagle Pointe Apartments and the first approvals for next year’s Bernard Street reconstruction are on the agenda for the West St. Paul City Council.

Rental License Hearing: Eagle Pointe Apartments

After a contentious rental licensing hearing for Eagle Pointe Apartments last year, they’re back for another review. Due to a high number of police calls, fire code violations, and code enforcement violations, Eagle Pointe’s rental license was approved on a provisional basis with a mitigation plan to address those issues.

  • Where are we at: The complex has worked with staff to follow the mitigation plan and made a number of improvements, but there still are outstanding issues.
  • Public hearing: This is not a public hearing, though members of the public may speak at the mayor’s discretion. Eagle Pointe will have a chance to respond to the charges.
  • Recommendation: Staff recommends Council approve another provisional license with a mitigation plan to ensure ongoing issues are addressed.

Bernard Road Work

City Council will approve the proposed reconstruction of Bernard Street east of Oakdale, scheduled for 2025 and order a public hearing for April.

Other Items on the Agenda

  • New officer: Isabelle Marie Lalor will be sworn in as the newest West St. Paul police officer. Lalor has served as a community service officer since 2021.
  • Open to Business: During the Economic Development Authority (EDA) meeting after the regular meeting, Council will consider an agreement to continue the Open to Business program. Started in 2013, the program offers business advisory services and access to capital.
  • No work session: The Open Council Work Session is canceled.
