This year’s election includes candidates for the Minnesota State House to represent West St. Paul. The city is represented by two separate state house districts and divided roughly in half. The northern half is in 65B and the southern half is in 53A. We’ve asked the candidates a series of questions to see where they stand on the issues. We’ll share one question and the responses at a time leading up to the general election on November 5. See our 2024 voter’s guide for more.
Previously we asked about candidates’ top issues, gambling, education, the economy, and West St. Paul. This time we’re asking what sets the candidate apart.
What sets you apart from other candidates? What do you bring to the table that no one else can?
Here are the candidates’ responses:
House District 53A
Mary Frances Clardy
As an experienced representative, I have a proven track record of delivering results for our community. Over the past two years, I have successfully passed 27 bills, demonstrating my ability to navigate the legislative process and enact meaningful change. My efforts have brought substantial funding to our district, including significant allocations specifically for West Saint Paul. Additionally, I have actively engaged with key local leaders, including the police chief, the mayor, and city council members, to understand and address their priorities for our city. This experience sets me apart from other candidates, as I have a deep understanding of our community’s needs and the practical know-how to address them effectively. My tenure has equipped me with valuable relationships and insights that will continue to benefit our district. Re-electing me ensures continued progress and dedicated representation for all residents.

Mike Hilborn
What sets me apart is that I’m a Saint Paul business owner for the past 29 years. I started my business in 1995 out of my house in the Highland Park area of Saint Paul. Grew and moved into my first office on Snelling Avenue in Saint Paul. Grew into an office/warehouse on Energy Park Drive in Saint Paul. And grew into a large warehouse/office off West 7th Street in Saint Paul with nearly 50 employees. We need a businessman in government. Someone that knows how get things done efficiently with quality. I am uniquely qualified to be a member of the House of Representatives.
María Isa Pérez-Vega
I am from this district. I spent my entire childhood creating memories at our parks, supporting businesses and now get to raise my daughter in the same community that raised me. I hold pride in this. From St Paul to West St Paul. I grew up on Annapolis street. Right on The boarder of the two cities I represent, the two counties I represent, and I want to ensure we continue to build with all partnerships in the district I love.
I hold deep relationships across communities that allow me to connect in a meaningful way with folks that are an asset in advocating at the Capitol.
