Rental license review at two problem apartment buildings, funding government and educational cable TV programming, athletic field rental policy, and extending the sales tax are all topics for Monday’s West St. Paul City Council meeting.
Rental Licenses
Two apartment complexes, Hilltop at Signal Hills and Eagle Pointe, have their rental licenses coming up for approval. Both have been on provisional licenses due to a number of outstanding issues. While things are improving at both complexes, some issues persist.
- Eagle Pointe has addressed everything except unsafe balconies, though city staff can address that through the usual code compliance and recommend approving a regular rental license.
- Hilltop at Signal Hills has improved on safety issues, but still needs to install additional cameras and staff again recommends a provisional rental license.

Cutting Cable Payments
The Northern Dakota County Cable Communications Commission (NDC4) manages local government and educational programming on cable TV, including Town Square Television. With cable viewers switching to streaming, the income model is no longer working. NDC4 is asking cities to take a reduced franchise fee in the coming years, going down to zero in 2027 as they try to explore new funding models.
Other Items on the Agenda
- Extending sales tax: During the Open Council Work Session (OCWS), Council will discuss extending the city’s sales tax. This requires legislative approval, and Council will discuss which projects should be the sales tax funds should be used on.
- Athletic fields rental policy: Also during the OCWS, Council will review changes to the athletic fields rental policy.
- Code of ethics: Council will discuss changes to the code of ethics during the OCWS, primarily to align with state law and current practice.
- Public hearing: Council will hold a public hearing and consider the final reading of an ordinance to allow the city to take on plumbing reviews, something previously done by the state.
- Budget: Council will review the 2026 budget and capital improvement projects during the OCWS.
