Potential Changes to Assessment Policy
During the Open Council Work Session (OCWS), Council will discuss potential changes to the city’s assessment policy for street improvements. Specifically, they’ll look at changes to make assessments for single family homes compared to multi-unit buildings more equitable.
Abatement for 1254 Robert Street
Council will consider an abatement order for 1254 Robert Street, a commercial store front (formerly Minnesota Locks) and residential apartment damaged in a 2023 fire. Last year Council approved a conditional use permit (CUP) to rebuild, but the CUP lapsed in January. The building is a safety hazard with a lengthy list of code violations. The city will seek a court order to have it demolished.

- Land use refresher: During the OCWS, Council will hear a presentation covering land use rules and regulations, everything from how land use laws are made, who approves them, when a variance is allowed or can be denied, and even neutrality on a topic before a public hearing.
- Grants: The Economic Development Authority (EDA) will consider a $10,000 commercial exterior grant for Navy Island.
- Closed session: Council will hold a closed session to discuss labor negotiation strategy.
