West St. Paul City Council Preview: May 27, 2025

City Council will be looking at major capital projects over the next 10 years, as well reviewing an audit and considering the bid for Kennedy Park renovations.

Note that the meeting is on Tuesday instead of the usual Monday due to the Memorial Day holiday.

Capital Improvement Planning

City Council is devoting an hour and a half of the Open Council Work Session (OCWS) to discuss potential capital improvement projects over the next 10 years. This includes major projects impacting residents, such as streets, parks, and city facilities.

There are a number of major brainstormed projects on the table that are currently unfunded, including the city pool ($1.6-4.5 million), community center ($44.5 million), two-sheet ice arena ($40 million), new police headquarters ($29 million), new fire department headquarters ($25 million), new city hall ($9.5 million). Those price tags are vague estimates as each project has multiple options and configurations (e.g., rebuild existing fire station, build new, combine with police/city hall, etc.).

Other Items on the Agenda:

  • Audit: The city will review the 2024 audit, which showed no compliance issues and receives the highest rating.
  • Kennedy Park: The city will consider the bid for Kennedy Park renovations, which comes in at $332,000, 4% above the estimate.
