One of the largest redevelopment projects in West St. Paul’s history, 150 Thompson, will be the focus of the meeting as the Council prepares to consider the project for approval later in September.
150 Thompson Update
The massive 150 Thompson redevelopment project is the main thing on the Council’s agenda.
- The project: The plan for the former YMCA space includes 457 market-rate apartments, 19 rented townhomes, 7,165 square feet of commercial space, and 2.48 acres of new park land.
- Subsidy: The project will require up to $14 million of tax increment financing (TIF). The term and the exact amount are still being finalized.
- Meetings: An overview of the project will be discussed during the Open Council Work Session (OCWS) and two zoning items will be considered during the regular meeting. The site plan, development agreement, TIF agreement, and property sale will all come back to the Council on Sept. 22.
- Timing: This project is running into a time crunch with a financial piece expiring at the end of 2025 and the city’s bonds used to purchase the land coming due in February. The lengthy staff memo warns: “If this proposal does not meet with Council approval, it will likely force a complete reset of the plan, setting the city back years and requiring identification of a new path to redevelop the site while also figuring out how to pay off the bonds due February 1, 2026.”
Other Items on the Agenda
- Vacating alleys: At the last meeting, City Council tabled one instance of vacating an unused alley to hear from more residents. The public hearing will continue for an unused alley located east of Carrie Street between Annapolis and Hurley.
