West St. Paul City Council Preview: Feb. 23, 2026

Parking limits, appointments, and an exterior grant make for a lighter agenda for the West St. Paul City Council after several packed meetings.

Boat/Trailer/RV Parking Limits

Council will consider limiting street parking for boats, trailers, motor homes, and other similar vehicles.

  • Change: These vehicles could be parked on the street for no more than 48 hours. This is similar to the restriction for regular vehicles, though there’s no exception for parking in front of your own house. In short: You can’t store your boat, trailer, or motor home on the street.
  • Timeline: Council will discuss the issue during the Open Council Work Session (OCWS) and hold a first reading and public hearing during the regular meeting.

Other Items on the Agenda

  • Appointments: After interviewing candidates at the last meeting, City Council will make appointments to openings on the Parks and Recreation Advisory Board and Environmental Committee. Mayor Dave Napier will appoint Tim Grimes to the Planning Commission.
  • Exterior grant: The Economic Development Authority (EDA) will consider a $10,000 matching grant for the owner of 883/885 Smith Avenue to replace storefront glass. This is the location of Centsibly Chic and the new Soul aWear Circular Fashion.
  • Snow: Council will consider tweaks to the snow emergency ordinance, changing the length and adding clarifications. It will be discussed during the OCWS with a first reading and public hearing during the regular meeting.
  • Planning: During the OCWS Council will discuss strategic planning.
