New Trail & Improved Pedestrian Crossing on Delaware

Dakota County is putting in a new trail on the east side of Delaware Avenue between Marie Avenue and Mendota Road, across from Two Rivers High School. The project will also include an improved pedestrian crossing.

Why: To fill a trail gap and improve crossings to the high school.

Details: The trail runs along the east side of Delaware with a pedestrian crossing to the high school. The shared left turn lane is dropped in order to fit the trail and minimize impact on residential property, though left turn lanes into the high school are maintained.

Timeline: Construction will happen in the summer of 2024, planned to happen while school is out.

Meetings:

  • Open house: An initial open house was held in 2022, and a final one will be held on Thursday, November 16 from 5-7 p.m. at Two Rivers High School.
  • School board: The ISD 197 school board heard about the project in September and approved the necessary easements in October.
  • City Council: Dakota County will likely give a presentation at a future West St. Paul Open Council Work Session, with City Council officially approving a joint powers agreement during a regular meeting.

Cost: Dakota County received a $600,000 grant from the Met Council for this project. Remaining costs will be split with the county paying 85% and West St. Paul and Mendota Heights contributing 7.5% each.

Future connections: The trail will connect to the River-to-River Greenway trail that runs east-west along Marie Avenue, but could also connect to future trail along Delaware Avenue north of Marie. There’s a major reconstruction planned for Delaware in 2026 that will include sidewalk and trail, though details of what and where haven’t been worked out yet.
