2024 Road Construction in West St. Paul

Construction season is underway in West St. Paul, complete with the usual commute backups and headaches. Here’s a glance at some of the most significant projects for this summer and fall to prepare for.

And a friendly reminder from City Council Member Lisa Eng-Sarne that construction “is not a tragedy but an inconvenience.”

West St. Paul Road Construction List:

This is a list of the major projects planned for West St. Paul this season. It is not an all-encompassing list, as smaller projects pop up occasionally without our knowledge. We’re also only focusing on projects currently undergoing construction, not future planned projects (like the Smith/Dodd intersection, Butler Avenue, or Bernard Street) or past phases of projects for the area.

Annapolis:

• Where: Annapolis Street from Robert Street to Kansas Avenue.
• When: Construction is already underway. Water main installation began on April 22, and numerous other utility projects will result in scheduled road closures throughout the following weeks.
• What: This is a continuation of the 2023 project west of Robert Street. This year’s work will be East of Robert Street and include the total reconstruction of pavement, sidewalks, and curbs, as well as sewer and stormwater drainage repairs and replacements. Bike lanes will be installed, and signage and lighting will be improved.

Delaware:

• Where: Near Two Rivers High School, on the east side of Delaware Avenue. Stretches from Marie to Mendota.
• When: This summer, while school is out.
• What: A trail installation and pedestrian crossing to improve non-car commutes near the high school.

Wentworth Crossing:

• Where: Wentworth Avenue (County Road 8) and Humboldt Avenue intersection.
• When: Starting September 30 Sometime this year—official dates have yet to be released (the project was originally planned for 2023).
• What: Pedestrian crossing improvements, including a median refuge island and signage and lighting improvements.

Wentworth

• Where: Wentworth from Robert to Livingston.
• When: June 11-13
• What: Gas line upgrade by Xcel Energy for the new Wingstop.

Mill and Overlay Projects:

• Where: Sections of Kraft Road West, Richard Circle, Teresa Drive, Vivian Lane, Kathleen Drive, Muriel Boulevard, Robert Street Frontage Road, Carol Lane, Audrey Drive, Westview Drive, Scott Lane, and Holiday Road (see map above).
• When: Work is scheduled to start this week (April 29-May 5) and continue through the summer until completion.
• What: Replacement of the top asphalt layer for smoother roads and some minor curb and gutter work.

In-House Overlay Projects:

• Where: Sections of Allen Avenue, Bellows Street, Gorman Avenue, Felix Street, Ruby Drive, Langer Circle, Myrman Avenue, and Thompson Avenue (see map above).
• When: No time frame identified. These projects are usually quick and don’t require lengthy closures.
• What: These are simple repaves that give an immediate improvement to the pavement quality but aren’t as long lasting as a mill and overlay or reconstruction.

Utility Projects:

• Where: Sections of Annapolis Street, Bernard Street, Sperl Street, Butler Avenue, and Smith Avenue all have water projects planned. Xcel is currently doing gas work on Oakdale.
• When: Smith is already under construction and near completion. Butler will receive attention in August, and all other streets are scheduled for the fall.
• What: Water main replacements for Smith and lead pipe replacements for all other streets.
